Education is changing: additional learning needs

The way the Welsh Government support children and young people that need extra help to learn is changing.

The Welsh Government are changing the separate systems for special educational needs (SEN) in schools and settings, and learning difficulties and/or disabilities (LDD) in further education to create a single system.

A new unified system is being introduced, designed to support children and young people aged 0 to 25 with ALN in Wales. It introduces the new term - additional learning need (ALN).

ALN Act and Code

The Welsh Government has passed new legislation, called the Additional Learning Needs (Wales) Act and Additional Learning Needs Code, which replaces all the legislation and guidance about Special Educational Needs. 

As a school, we have a duty to include the following on our website:

  • information about how to access the responsible LA’s arrangements for providing people with information and advice about ALN and the ALN system
  • details of the responsible LA’s arrangements for the avoidance and resolution of disagreements and its independent advocacy services
  • information about the rights to request the responsible LA to re-consider the matter and contact details of the responsible LA

The Index for Children and Young People with Disabilities or Additional Needs


The Index is for families who have children age 0-18 years, who have a disability or additional need and live in the Vale of Glamorgan.

It’s a way of us keeping families informed about what’s available locally and nationally.
You’ll receive a newsletter every three months, packed full with information about events, activities, play schemes and services, as well as regular ebulletins. You can also contact us directly with any questions you have.
Sign up is free and completely voluntary and you don’t need to have a diagnosed disability.
